

Under the auspices of Professor Dr. Mohamed Rashad Abdel Fattah, Acting Director of the City of Scientific Research and Technological Applications, the City organized a specialized lecture by Counselor Dr. Moataz Ibrahim, Deputy Attorney General at the Administrative Prosecution, entitled "Disciplinary Responsibility in the Public Sector and Disciplinary Guarantees for Investigation Procedures." The lecture, held on Tuesday, February 17, 2026, was presented in light of the provisions of the Civil Service Law, its executive regulations, and the Code of Conduct for Public Employees. Attendees included deans of research institutes, a number of faculty members and their assistants, and administrative staff from the City. This initiative aimed to enhance legal awareness and reinforce the principles of professional discipline.
Professor Dr. Mohamed Rashad Abdel Fattah emphasized that organizing this lecture is part of the city's strategy to develop its human resources and build a research and administrative staff that is fully aware of its rights and responsibilities. He added that establishing the values of integrity and transparency is not merely a legal obligation, but a fundamental pillar for ensuring a work environment conducive to scientific creativity. This is achieved by ensuring that all city employees are familiar with the regulations of the Code of Conduct and the Civil Service Law, thus safeguarding the dignity of public employees and protecting the scientific institution from any administrative shortcomings, ultimately achieving the highest standards of quality in government performance.
During the lecture, Dr. Moataz Ibrahim reviewed the legal framework of disciplinary responsibility, explaining its concept and basis, and distinguishing it from criminal and civil liability. He also discussed disciplinary violations and their forms, the penalties prescribed for them, and the authorities responsible for accountability procedures. The lecture highlighted the fundamental guarantees afforded to public employees during investigations, most notably the principle of legality, the right to defense, the impartiality of the investigating body, procedural integrity, and proportionality between the violation and the penalty. He emphasized the importance of the code of conduct for public employees as a framework for regulating professional and ethical behavior, and its role in preventing violations and promoting the values of integrity and transparency within the state's administrative apparatus.
